Do volunteers have unique responsibilities and rights?


Indeed. Portuguese legislation now includes a volunteer statute, recognizing the unique value of volunteering as a means of individual individuals expressing their solidarity in today's society.

In order to improve their volunteer work, volunteers have the following rights: access to initial and ongoing training programs; the right to a volunteer identification card; the right to be covered by the voluntary social insurance scheme, if they are not covered by a mandatory social security scheme; the right to hygienic and safe working conditions when performing their voluntary work; and the right to be excused, if employed, from work when called upon by the organization they are employed by in the event of urgent missions, emergencies, public calamities, or similar situations (these absences count as actual time worked and cannot entail loss of rights and benefits). In addition, volunteers have the following rights: to establish a volunteer program with the promoting organization that regulates their interactions; to receive compensation, allowances and pensions, in addition to other benefits provided for by law, in the event of an accident or illness contracted during volunteer work; and to participate in the promoting organization's decision-making process on volunteer work.

The following are the responsibilities of volunteers: to uphold the moral standards that guide their work; to adhere to the regulations that govern the promoting organization's operations and the corresponding programs or projects; to act with diligence, objectivity, and solidarity; to participate in volunteer training programs; to ensure that resources and the goods, equipment, and utensils at their disposal are used appropriately; to collaborate with the promoting organization's professionals, respecting their decisions and adhering to their technical guidelines; to avoid assuming the role of a promoting organization representative without the organization's knowledge or consent; to ensure that volunteer work is consistent with the program agreed upon with the promoting organization; and to appropriately use their volunteer identification when performing their duties.
